lack the capacity to make personal and business decisions and have no

Those who are certified by either a physician or social worker to be
print impaired may order a special-ordered radio unit on which they may
listen to programming 18/hrs. per day; 7 days/week, 365 days/year. Local
and national newsletters and periodicals are read as well as serialized
books and various other programming.
